Once Safe Messaging is on, nobody can message a child through Hubb unless you have given them permission, including your existing administrators. You grant it person by person, which is the point: it should be a deliberate decision about a named leader, not something that arrives with a job title.
Giving a leader permission

In your web office, go to Site Settings, open Permissions and select Site Administrators.

Find the leader in the list. The Table view shows every permission as a column, which is the easiest way to see who has what. You can also filter the list to just the people who hold a given permission using the buttons at the top.

Tick the box in the Safe Messaging column for that person.

Press Save.
If the leader is not in the list at all, add them with the + button at the bottom right, then set their permissions.
You will see two kinds of tick in the table. A black tick means the permission was given at the level you are looking at, so you can change it here. A grey tick means it was given at a higher level, so it applies here but cannot be edited from this view. If you need to change a grey one, you will need to do it where it was granted.
Taking permission away

On the same page, untick the Safe Messaging column for that person and press Save.

Messages they have already sent stay in your Safe Messages record. Removing permission stops them sending anything new, it does not erase history, which is exactly what you want if you are removing permission for a reason.

Permission lets a leader send to the children they can already reach through their group access. It does not widen who they can see. See Who can message whom?

Every message still needs a parent’s approval, however senior the leader. See How to send a message to a child.

The permission covers every route to a child, not just chat. A leader without it will find children excluded from their mailings and Broadcasts too, with a warning naming them. See Sending a mailing or Broadcast to a group that includes children.

This is worth reviewing when your teams change, at the start of a new school year or when someone steps down from children’s work. A quick look at the filtered list tells you who currently holds it.

Your Safeguarding Lead does not need this permission to oversee messages. Oversight comes with the Safeguarding Lead role itself. They only need it if they also want to send messages themselves. See How to use your Safeguarding Dashboard.
